If you’re working on a Mac, here’s how to set up a mobile hotspot: Click on the Apple icon on the top left corner of your screen. Then click System Preferences. Select Sharing. Click Internet Sharing on the lower-left panel. From the “Share your connection from” dropdown, choose an internet connection. If you enter or change the hotspot password, make sure you rename the hotspot also before activating. Sometimes Windows need a "repair" on the WiFi menu to get a correct IP address. If your carrier blocks your tether usage in WiFi mode, try to use USB mode instead in PdaNet+ and set Hide Tether Usage to Level I.
Any newly added devices into your network may result in a change of device IPs, including that of your hotspot. It is best to fix the hotspot's IP address first, (especially if you want to remove its relay status, as port forwarding requires your miner to have a static IP address), so the URL for the diagnoser will not change in the future.

What you need for your devices to have the same IP address, you need a router and a LAN. Then you can set up as desired. With a Hotspot, you cannot practically have static IP or unchanging IP addresses. I use a LAN most of the time and hotspots occasionally. The Hotspot does not always have the same addressing which is the problem.
Looks like it gives out a public IP. The IP address doesn't really matter though. I don't really know, but it probably just routes the 2nd IP through your phone's IP. So the computer is just the next hop after the phone.
